The subject of the procurement is a comprehensive information system (hereinafter "System") intended for monitoring the use of vehicles and managing equipment, as well as the necessary tracking devices for the North Karelia well-being area and the South Savo well-being area. The aim is to procure a modular, user-friendly, and data-secure turnkey solution that meets data protection and other legal requirements. The System includes both the application and the necessary tracking devices. The System must be able to track the location and use of vehicles in real-time, generate an electronic driving log in accordance with the requirements of the Tax Administration, and centrally manage the organization's equipment. The aim is to improve the manageability and usability of driving data throughout the organization. The System collects and analyzes driving data and produces reports to support management and decision-making. The System provides real-time information on vehicle use and forms a clear overall picture, which improves occupational safety and enables the optimization of vehicle use. The System replaces the current paper driving logs and vehicle basic information maintained in Excel spreadsheets. It combines vehicle location data with driver identification and enables the automatic maintenance of the electronic driving log. The System must support modern interface standards, through which data can be received from other systems and data can be transferred to other systems. The system and service solution to be procured, as well as the delivery and commissioning project, will be implemented separately for each Purchaser. A separate Delivery Agreement and Service Agreement will be made between each Purchaser and the Supplier. The contract period is 60 months and will continue indefinitely thereafter. This is a joint procurement by two independent purchasers. The implementation of the procurement requires that the purchaser has the necessary funds available for this purpose. If the tender price for the subject of the procurement exceeds the budget allocated for it by the purchaser, the procurement will not be implemented in this respect.
