Germany – Electricity supplies – Strombeschaffung und -belieferung von Elektrolyseuren sowie Direktvermarktung und energiewirtschaftliche Dienstleistungen im RFNBO-Kontext für den Zeitraum 12/2026 – 12/2029
Description
The Regionalverkehr Köln GmbH (hereinafter: RVK) plans to construct one electrolyser with approximately 2 MW of capacity at two locations. The facilities to be constructed should produce hydrogen, particularly to supply the bus fleet in the public local transport of the contracting authority. The hydrogen produced in the planned facilities must basically comply with the RFNBO criteria (Renewable Fuels of Non-Biological Origin) according to Directive (EU) 2018/2001 – RED II, Directive (EU) 2018/2001 – RED II and the Delegated Acts (EU) 2023/1184 and (EU) 2023/1185 as well as the 37th BImSchV. This ensures that the produced hydrogen is recognised and bilaterally accounted for as a renewable, sustainable fuel. To meet these requirements, a demonstrably renewable power supply for the electrolysers is necessary. The contracting authority therefore intends to conclude power supply contracts as Power Purchase Agreements (PPA) with operators of renewable energy facilities (EE facilities). These contracts shall guarantee the direct, long-term provision of power from wind and photovoltaic facilities to meet demand and are part of a later tender. Additionally, the contracting authority should have the option to supply the electrolysers with power via green power. For this reason, the contracting authority is tendering the technically compliant, market-oriented and economical management of the future power supply contracts (PPA) as well as the alternative green power procurement and continuous final consumer supply of the electrolysers as full power supply with the required energy quantities and underlying necessary energy-economic processes. This includes the provision of energy-economic services for the coordination, balancing and delivery of the generation quantities obtained from the PPAs and an alternative green power supply certified by origin certificates to the points of delivery of the electrolysers and, in particular, the operational control of energy flows, compliance with regulatory evidence (RFNBO certification) and the assurance of a continuous and demand-oriented power supply to the electrolysers. The overall project is to be awarded in three lots: Lot 1 – Power procurement and supply of the electrolysers as well as direct marketing and energy-economic services Lot 2.1 – Power supply via a PPA from photovoltaic generation (separate tendering procedure) Lot 2.2 – Power supply via a PPA from wind power generation (separate tendering procedure) In the framework of the present tender, only the services of Lot 1 are to be awarded: Lot 1 – Power procurement and supply of the electrolysers as well as direct marketing and energy-economic services RVK reserves the right to organise the construction and operation of the electrolysers in a separate company. In this case, at the request of RVK, the power supply contracts and the service contract can be transferred to a project company owned directly or indirectly by RVK. RVK is also conducting the tendering procedures on behalf of this project company, which is yet to be established.
