Description

Further development and implementation of a media, event, office, studio and mobility cluster

The subject of the project is the further development of the southern part of the Funkhaus site in Munich at Rundfunkplatz into a media, event, office, studio and mobility cluster by a project partner to be selected in the procurement procedure. The BR remains the owner of the land in the south and is to remain visible there as the lead user and initiator. It thus also meets the requirements of the public interest clause of the land-use plan No. 937 of the state capital Munich, within the scope of which the plots to be developed or redeveloped lie. The project comprises – after the planned and necessary for the implementation of the project division of the currently undivided areas – several plots in the southern part of the high-rise area. The basis for the spatial classification is the preliminary division plan provided in the "small" data room. The final plot, leasehold, easement and interface structure will be specified in the further procedure on the basis of the released planning and contractual documents. The project description provides for the establishment of two leaseholds on areas still to be divided. The future leaseholder is to bear the entrepreneurial risk of the obligations associated with the leaseholds for approval-compliant planning, construction, renovation, leasing, operation, management, maintenance, financing and interface control to the extent contractually agreed. The procedure comprises three contract components:

• Contract component 1: Event area ("Leasehold 1").

• Contract component 2: High-rise ("Leasehold 2").

• Contract component 3: Underground car park (transcending ownership or leasehold).

The subject of the planned competitive dialogue is not an isolated construction or renovation service, but the contractual structuring, development, financing, construction, leasing, management and maintenance of three closely interlinked sub-projects. In the dialogue, the BR can also examine financing variants, financing support or its own financing component, provided that this is permissible under procurement law, economically advantageous and compatible with the overall system being sought. However, an explicit financing commitment by the BR will not be given.

For a more detailed description of the measure and the conditions for participation, please refer to the procurement documents, in particular the documents "BR_MMH_Vorhabenbeschreibung" and "BR_MMH_Bewerbungsbedingungen und Verfahrensbeschreibung". The reimbursement of expenses for partial participation in the dialogue phase is also comprehensively regulated therein.
