Romania – Construction work for electricity power lines – Proiectare si executie a lucrarilor de modernizare bransamente prin montare FDCP / BMP in instalatiile DEO din zona de activitate aferente judetului Dolj pentru o perioada de 36 luni

The subject of the Framework Agreement is the design and execution of modernisation works for the DEO installations in the Dolj county area by installing FDCP / BMP for a period of 36 months. Frequency of subsequent contracts: monthly, or whenever the need arises to execute the works from the framework agreement, depending on the completion of the investment works in the electricity distribution networks. The number of days within which clarifications can be requested before the deadline for submitting participation requests: 17 days. The contracting entity will respond to clarification requests on the 11th day before the deadline for submitting participation requests. The estimated value for the procurement of these works is 21,771,852.92 lei excluding VAT, of which the materials and equipment provided by DEO amount to 5,000,000.00 lei excluding VAT. The value of the funds that can be made available to fulfil the procurement contract is 16,771,852.92 lei excluding VAT and results from the difference between the estimated value and the value of the materials and equipment provided by Distributie Energie Oltenia SA. The estimated value was calculated taking into account the List of Standardised Work Categories established in Annex 1 of the Terms of Reference. The estimated value was calculated by reference to the total payment value, taking into account any options and extensions of the framework agreement. The estimated value is 21,771,852.92 lei excluding VAT, broken down as follows:

- Design costs phase PTE: 1,929,505.20 lei excluding VAT

- Base investment costs: 14,842,347.72 lei excluding VAT

- The estimated value of the materials provided by DISTRIBUTIE ENERGIE OLTENIA SA is 5,000,000.00 lei excluding VAT.

The minimum and maximum quantities of the Framework Agreement, as well as of a single Subsequent Contract, are found in Annexes 3, 4, 5, 6, 7 of the Terms of Reference, attached to the invitation to participate. The estimated value of the largest subsequent contract to be awarded during the framework agreement is 4,822,452.74 lei of which:

- PTE - 8% of the execution value = 341,412.58 lei excluding VAT,

- GIS - 2.5% of the execution value = 106,691.43 lei excluding VAT,

- DTAC - 2.5% of the execution value = 106,691.43 lei excluding VAT.

Contract prices will be updated, only after 12 contractual months have elapsed, at the request of the Contractor, with the prior approval of the Purchaser, and only with regard to the remaining part to be executed, using the following calculation formula:

Va = Vo x (Total IPC adjustment period - 0.89) / 100

- Va represents the adjusted value,

- Vo represents the initial remaining value to be executed according to the prices provided in the offer that formed the basis for the conclusion of the contract/framework agreement,

- adjustment period – 12 contractual months prior to the completion of 12 months from the signing of the contract/framework agreement, or prior to the month in which the provider requested the update. The latter event is considered the reference.

- Total IPC adjustment period represents the total IPC calculated in the adjustment period, as calculated and published by INSSE.
