France – Thermal insulation work – Marché de conception réalisation pour la réhabilitation énergétique de 186 logements locatifs sociaux au sein de la résidence « Les Barnufles » au Kremlin-Bicêtre (94270)

The present consultation concerns the award of a design and build contract for the energy rehabilitation of 186 social rental units (PLUS, formerly PALULOS) within the "Les Barnufles" residence in Kremlin-Bicêtre (94270), distributed across 4 R+6 buildings. The scope of the mission is more precisely described in the project programme and in all the documents of the consultation dossier. The contract is divided into two successive phases (not assimilable to sections or lots) described in the consultation regulations. In accordance with Articles L.2171-8 and R2171-23 of the Public Procurement Code, if the holder of a global contract is not itself a small or medium-sized enterprise or a craftsperson, the latter must undertake to award, for the duration of the contract, a minimum share of the contract execution, directly or indirectly, to SMEs or to craftspeople. This share may not be less than 20% of the estimated contract value, unless the economic structure of the sector concerned does not allow it. The group may nevertheless undertake to award a share of more than 20% of the estimated contract value to SMEs or to craftspeople.
