The University of Hamburg (UHH), with more than 40,000 students and approximately 12,000 employees, is one of the largest research and educational institutions in northern Germany. It uses its premises and outdoor spaces for university events, such as conferences, exhibitions or scientific lectures, as well as for events by third parties, usually with a scientific focus. For this purpose, a company is needed that provides qualified event managers for these events and advises the responsible bodies of the UHH on the planning of safety measures. The event managers deployed shall represent the University of Hamburg as the operator of its buildings during events on site and, for this purpose, temporarily assume the operator's obligations under §38 VStättVo. The University intends to conclude a framework agreement according to §21 VgV for the event management service. A term of 12 months with the option of extending it three times by another 12 months each is planned for this framework agreement. The framework contract thus has a maximum term of 48 months. A start date of 1 December 2026 is planned. The annual volume is estimated at 1,000 hours of service, of which approximately 70% will be provided by event managers with higher qualifications (masters/ event management specialists). The maximum total volume of the framework agreement is 6,000 hours of service over the maximum total term of the contract.
