The subject of the public procurement in research, development and innovation is to obtain the most suitable solution design for the project in applied research and innovation. The project framework aims to predefine the project, which was prepared in accordance with the provisions of Section 2, paragraph 2, letter h) of the Public Procurement Act, and which will be adjusted within the framework of the competitive dialogue with regard to the needs of the Contracting Authority. (The subject of the project is stated in Annex No. 1 – Project Framework of the Tender Documentation). The tender procedure will be conducted so that the selected solution meets the objectives and realizes the results determined in Annex No. 1 - Project Framework of the Tender Documentation, which will be the main substantive basis for the negotiations. The conclusions, conditions and new facts should emerge from the individual negotiations so that the assignment can be specified for the Contracting Authority in the most suitable manner for the purposes of the final tender. The aim of the project is to develop a diagnostic method focused on teaching competencies according to the Competency Framework for Graduates of Teaching, including a manual and technical solution for its implementation. The final comprehensive diagnostic method will consist of three key components: (1) a newly constructed measuring tool for measuring self-assessment in teaching competencies according to the Competency Framework for Graduates of Teaching, (2) a technical solution for effective collection, long-term storage and automated evaluation of longitudinal data, and (3) a technical solution for automated generation of personalized feedback based on the results of the diagnostic method.
