The subject of this public procurement is the assignment of engineering – design, execution of construction and installation works and exercise of authorship supervision for the object: Rehabilitation of sidewalks in the town of Lom and the villages of Dobri Dol, Orsoya and Sliwata along the route of road II-11. The procurement is implemented within the framework of project BG16FFPR003-2.006-0109-C01 Combined Integrated Territorial Investments (ITI) on the territory of the municipalities of Lom, Dimovo and Oryahovo, financed under the Regional Development Programme 2021–2027. The intervention covers sections of road II-11 "Border OPU-Vidin - Lom - Border OPU-Vratsa" from km 23+167 to km 46+781.19 (= km 46+880 according to the assignment), with a total length of 23.614 km, on the territory of the municipality of Lom, Montana region. The objects of the intervention have the following forecasted volume: in the village of Dobri Dol – approximately 10 845 sq. m of asphalt sidewalk pavement and 3 615 m of curbs; in the village of Sliwata – approximately 10 446 sq. m of asphalt sidewalk pavement and 3 482 m of curbs; in the village of Orsoya – approximately 8 871 sq. m of asphalt sidewalk pavement and 2 958 m of curbs; in the town of Lom – approximately 20 718 sq. m of asphalt sidewalk pavement and 15 057 m of curbs. The overall scope includes rehabilitation and reconstruction of the sidewalk infrastructure, including replacement of pavements with asphalt concrete pavement, restoration and strengthening of the sidewalk base, replacement and installation of new curbs, ensuring effective surface drainage, as well as introduction of accessible environment elements (lowerings, ramps, tactile pavements) and measures for the safety of pedestrian movement. The execution of the procurement includes three main activities: Activity No. 1 Preparation of an investment project in the "technical" phase; Activity No. 2 Execution of construction and installation works; Activity No. 3 Exercise of authorship supervision during construction. The design solutions and construction activities are limited to the sidewalk infrastructure and do not include intervention in the construction and dimensions of the roadway, which is the subject of a separate assignment from the Road Infrastructure Agency. The contractor must ensure coordination with the activities for the rehabilitation of the road, in order to avoid duplication and technological conflicts. The main objective of the procurement is to improve the conditions for pedestrian mobility by providing a safe, accessible and sustainable sidewalk infrastructure, in line with the requirements for universal design, as well as to enhance the quality of the urban environment and the safety of traffic.
