Description

The Techniker Krankenkasse (TK) intends to expand and energetically renovate its Bildungszentrum (BIZ) in Salzhausen due to increasing demand. The aim of the procedure is to develop a design for new construction and renovation measures, taking into account the special location in the forest. TK is a nationwide health insurance company with a total of approximately 12.3 million insured members. As a statutory health insurance, TK is a public-law corporation with self-administration. The Bildungszentrum in Salzhausen enables TK to carry out training and further education measures. In the form of seminars, conferences and workshops, trainees and employees of TK are trained here. The expansion includes the new construction of one or two dormitories, in which 50 additional beds are to be accommodated. The new construction of 2 seminar rooms and an additional divisible event and seminar room, which can accommodate at least 200 people (seating situation), is also part of the competition. The expansion of the dining hall and a small fitness area is also part of the design task, as is the zoning of the outdoor areas and parking spaces. Auxiliary areas for technology, storage, sanitary and traffic are also to be taken into account in the course of the planning. The expansion is to be designed in such a way that the scale and building structure harmoniously integrate into the existing structure and, in the interplay of new and old buildings, create an architecturally high-quality appearance. The core area of the Bildungszentrum was built in 1970/71 in solid construction with red brick cladding and solid flat roofs. In the course of the insulation work, the design quality of the facades of the existing dormitories is to be significantly improved. For the expansion, a two-storey garage building with 2 residential units must be demolished. This is currently located in the northern area near the parking spaces. The internal appearance of the building structures is just as important for the company as the external effect of the building. The traffic and access areas, in particular the corridor zones in the seminar building, are to be planned in such a way that informal work and retreat areas for small groups (use overlap) are enabled. Due to the location in the forest, tree preservation is of high importance. The parking lot is to be expanded by 50 parking spaces (no underground garage). As part of the planned renovation of the existing structure, the outer shell (external walls, windows) is to be strengthened or replaced where necessary. In addition, the integration of PV systems on the existing buildings and the use of geothermal heat pump technology are part of the design task. Economy and ecological sustainability are essential requirements. In view of TK's goal of becoming CO2-neutral by 2030, appropriate measures in conception and operation are to be taken into account. Green roofs are just as desirable as the integration of photovoltaic surfaces. The existing structure has a gross floor area (GFA) of approximately 8,100 m². The requirement for the entire expansion (beds, seminar rooms, catering area, etc.) is estimated at a gross floor area (GFA) of approximately 4,300 m². A maximum total budget (gross) of 18.80 million EUR is specified for the expansion and 3.2 million EUR for the energy-efficient renovation. As a public contracting authority, TK must comply with the relevant procurement law (GWB, VgV, VOB/A). The planning of the new buildings is carried out in BIM. For the existing structure, only the transition/connection areas to the new building are modelled. In LPH 3, it will be checked and decided whether the implementation planning/implementation will also be carried out in BIM. The procedure is carried out as a non-open, single-phase, architectural realisation competition with a preceding qualification competition and a subsequent negotiation procedure according to the Vergabeverordnung (VgV). Within the framework of the qualification competition, eight planning teams are to be selected as participants for the competition, six from the category "offices with task-related construction experience" and two from the category "young offices". The competition jury of the Architects' Association of Lower Saxony has been informed of the content of this announcement and has advised. The competition has been registered under the number 215-32-26/06. The awarding authority of TK is supported and advised in the operative implementation of this procedure by the office D&K drost consult GmbH, Hamburg.
