The procurement concerns the implementation of the new building of Kantvik School in Kirkkonummen as a life-cycle project. Kantvik School is being built in the Kantvik district of Kirkkonummen. It is a primary school offering education for grades 1–6. The school is designed for approximately 400 pupils. The school will also include facilities for youth services, which can utilise the school's facilities in the evenings and on weekends. The procurement of the project, to be implemented as a life-cycle project, will cover the design, construction, and provision of maintenance services for approximately 20 years. The project may also include demolition work related to the existing school buildings. The contract period is divided into a development phase, a construction phase, and a service period. The service provider is responsible for the maintenance and major repairs of the facility after completion, during the service period. The service provider has overall responsibility for ensuring that the client has the agreed facilities and services at their disposal throughout the service period. The procurement will be carried out using a competitive dialogue procedure. During the dialogue phase, bidders will develop their design solutions, and the final tender documents will determine the level of design solution development to which bidders commit in their tenders. The design and technical development of the project will continue with the winner of the competition during the development phase, during which the building permit application will be submitted and implementation planning will be carried out. The development phase will be followed by the construction phase and then the service period. The target is for the final tender to be published in August 2026. The project contracts are planned to be signed in December 2026. The target schedule for the construction work is that operations at the site will commence by August 2029. The overall cost-effectiveness of the tender will be assessed based on the best price-quality ratio, where the price has a weighting of 50% and quality 50%. The documents relating to the procurement will be drawn up in Finnish. The language of the dialogue and the language of the tenders is Finnish. It is intended that a tender may be submitted and that the project can be implemented by a group. The members of the group may not be reduced or changed. Members may be added to the group, provided that the new members meet the requirements set out in this procurement notice and submit the required evidence. These requirements must be met by the group composition with which the application for participation is made. If the candidate is a group, an ESPD form must be submitted for each member of the group. If a candidate relies on the resources of its subcontractor or another party to meet the minimum requirements (e.g. reference requirements) for admission to the dialogue phase, an ESPD form must also be submitted for that subcontractor or other party. This also applies to own group companies.
