France – Security, fire-fighting, police and defence equipment – Fourniture d’équipements techniques et tactiques pour la police municipale, les agents de surveillance de la voie publique (ASVP) et la brigade rurale-.

This framework agreement concerns the supply of technical and tactical equipment for municipal police, Public Space Surveillance Agents (ASVP) and the rural brigade. It will be awarded to a single economic operator. Grouping of orders between the City of Reims and the Urban Community of Grand Reims (agreement of 16 July 2026). The group coordinator is the City of Reims. This is a framework agreement, awarded under the terms of Articles R.2162-1 and following of the Public Procurement Code, and concluded without a minimum and with a maximum set at 260 000 € HT for the total duration of the framework agreement. It includes a part executed by issuing purchase orders and a part leading to the award of subsequent contracts:

- Purchase order part, under the conditions set out in Articles R. 2162-13 and R. 2162-14 of the Public Procurement Code, without a minimum and with a maximum set at 250 000 € HT for the total duration of the framework agreement, for the performance of services defined in the Estimated Quantitative Bill of Quantities acting as Unit Price Schedule (DQE-BPU).

- Part leading to the award of subsequent contracts, under the conditions set out in Articles R. 2162-7 to R. 2162-9 of the Public Procurement Code, without a minimum and with a maximum set at 10 000 € HT for the total duration of the framework agreement, for the supply of custom-made ballistic vests or custom-made tactical vests and supplies of off-catalogue items or accessories.

This framework agreement is established for a period of 48 months from its notification date, and at the earliest on 17 December 2026. It is annually terminable on each anniversary date by decision of the public purchaser notified to the contractor by registered mail/email with acknowledgment of receipt at the latest two (2) months before the expiry of the current period. This termination does not entitle the contractor to any compensation.
