Description

The objective of this PCP is the development of a prototype of a scalable digital toolkit for the active management of low-voltage grids, which will be tested in the field with grid operators under real conditions (TRL 7). This toolkit is understood to be a modular, open-designed solution environment that provides essential digital tools for grid operation and enables the subsequent integration of further tools from various suppliers via openly defined interfaces. In particular, the solution is intended to address the problem of missing computable grid models as a prerequisite for the tools. In this context, innovative methods will be used and current regulatory frameworks in Germany and the EU will be taken into account. A market consultation for the PCP was launched on 27.02.2026 with a Prior Information Notice (PIN) on the official EU platform Tenders Electronic Daily (TED) with a link to the accompanying online survey. Furthermore, the information was shared on the website energieforschung.de, on LinkedIn and in the intranet of the research networks Stromnetze. In addition, leading companies in the field of active distribution network management, experts from research and representatives of distribution system operators (DSOs) were interviewed. As part of this, a State-of-the-Art-Analysis (SOTA-Analysis) of the current solutions on the market was carried out. To ensure transparent and equal competitive conditions for all interested companies, a report with the results of the market consultation is part of the tender documents. Participation in the market consultation is not a prerequisite for participation in the PCP. The PCP is part of the Transferoffensive Energieinnovationen (Title 6093 893 51 of the budget of the special asset Infrastructure and Climate Neutrality) and builds on previous research and innovation activities by further developing their results towards system-relevant application contexts.
