The subject of the procurement is basic IT services in accordance with this tender request and its appendices. The core content of the procurement consists of user support services and service desk services, lifecycle and management services for terminal devices (e.g. device procurement), usage and capacity services for servers, cloud and M365 services, expert services, and transition and migration services for the current environment, i.e. the implementation project. The procurement currently uses user support services (e.g. service desk and local support) and server usage and capacity services, and cloud and M365 services provided by Tiera Oy (formerly Kuntien Tiera), and device procurement services provided by Velora Oy. Lounea Oy implements the solutions for telecommunications and internal networks for the procurement. The future contractor for basic IT services must be able to collaborate with the aforementioned third parties in the comprehensive implementation of the PTT service (e.g. escalation and forwarding of service requests from the service desk to third parties). The central objective of the procurement is the transfer and takeover of the aforementioned services provided by Tiera Oy by the selected contractor. The procurement unit has attempted to describe the current state of the services as comprehensively as possible, but as these services are being tendered for the first time to this extent, some of the risks associated with preparing the tender and delivering the services will be transferred to the tenderer and the selected contractor. The procurement unit aims to procure a contract partner who is able to implement the implementation project and ensure the continuity and production use of the services described in the tender request as flexibly and customer-focused as possible. The purchasers require the selected contractor to be able to deliver the services in the geographical area of Sastamala and Punkalaitumen without delay and taking into account the purchaser's needs at all times during the contract period.
