The general objective is to significantly improve the quality of programme budgeting, strengthen the performance chain and consolidate the development of PAPs and CDMTs in sectoral ministries, in order to ensure an effective and credible transition to the programme budget by 2028. Specifically, the aim is to:

– Consolidate the programme framework of sectoral ministries and clarify performance frameworks (objective–result–SMART indicator chain);

– Support the development of quality PAPs for the 2027 and 2028 budget cycles, aligned with sectoral policies and the PNSD;

– Assist in the development and updating of sectoral CDMTs in line with the macro-budgetary framework;

– Strengthen the capacities of ministry staff in terms of GAR, performance-based management and PAP–RAP articulation;

– Contribute to the establishment of a permanent performance monitoring system under the auspices of the DGDSP;

– Support the development of tools for programme-based budget management.
