Home care refers to the set of tasks defined in section 19 of the Social Welfare Act (1301/2014) and section 25 of the Health Care Act (1326/2010). The goal of home care is to support the overall well-being and as independent a living as possible at home for clients, as well as to maintain and improve their physical, psychological, and social functional capacity. Home care is granted to clients according to their service needs and decisions. The service provider must have a permit from the Regional State Administrative Agency and Valvira for their operation. The service that is the subject of the procurement is described in more detail in the annex 1 (1) service description of the application to participate. The specific objectives set by the contracting authority for the procurement are:

1. Promoting the client's freedom of choice

2. Developing the quality of the service to meet client needs

3. Supporting the multi-provider model

4. Enabling flexible market entry for new businesses

5. A service model that supports the municipalities' financial capacity.
