Romania – Guard services – Servicii de pază, monitorizare şi intervenţie rapidă pentru Direcţia Regională Vamală Braşov şi unităţile subordonate

Based on the framework agreement, security, monitoring, and intervention services will be provided for the headquarters of the Regional Customs Directorate of Brașov and its subordinate units, for a duration of 24 months. Required contract quantities: Security Services Quantity Framework Agreement 2 posts/24 hours/calendar days: 2 posts*24 h/day*365 days = 17,520 hours. Quantity Framework Agreement 1 post/8 hours/working days: 1 post*8 h/day*252 days = 2,016 hours. Monitoring and Intervention Services Required Quantity: 6 objectives/month * 24 months. The Regional Customs Directorate of Brașov, in order to establish the estimated value of the contracts for security services, alarm system monitoring and rapid intervention, carried out a price verification on the Sicap platform and its own history regarding the provision of these services. A maximum estimated value of: 1,345,056.00 lei without VAT for 24 months, 1,627,517.76 lei with VAT for 24 months for the provision of monitoring and rapid intervention services and security services. The estimated value of the contracts for security, alarm system monitoring and rapid intervention was calculated according to the following algorithm: 1. Monitoring and Rapid Intervention Services: - minimum estimated value: 140 lei/month x 6 objectives x 24 months = 20,160 lei without VAT; - maximum estimated value: 160 lei/month x 6 objectives x 24 months = 23,040 lei without VAT; 2. Security Services: - 1 objective minimum value: 28.00 lei/hour/agent x 8 hours x 21 working days/month x 24 months * 1 objective = 112,896.00 lei without VAT; - 1 objective maximum value: 32.00 lei/hour/agent x 8 hours x 21 working days/month x 24 months * 1 objective = 129,024.00 lei without VAT; - 2 objectives minimum value: 30 lei/hour/agent x 24 hours/day x 365 calendar days x 2 objectives = 1,052,640.00 lei without VAT; - 2 objectives maximum value: 34 lei/hour/agent x 24 hours/day x 365 calendar days x 2 objectives = 1,192,992.00 lei without VAT. ESTIMATED TOTAL MINIMUM: 1,185,696.00 lei without VAT for 24 months, 1,434,692.16 lei with VAT for 24 months; ESTIMATED TOTAL MAXIMUM: 1,345,056.00 lei without VAT for 24 months, 1,627,517.76 lei with VAT for 24 months; The preparation and evaluation of tenders will be carried out by reference to the maximum total estimated value of the framework agreement, which represents the sum of the maximum value of the security services for a period of 24 months for 2+1 posts, referred to the maximum estimated quantity (maximum number of hours estimated) for security services for 24 months for 2+1 posts, with the maximum value of the monitoring and intervention services for 6 objectives, referred to the maximum estimated quantity (maximum number of hours estimated) for monitoring and intervention for 6 objectives. The contracting authority will respond clearly and completely to all requests for clarification/information in the 12th day before the deadline set for the submission of tenders, provided that the requests are made at least 20 days before the deadline set for the submission of tenders. Clarifications submitted after this deadline will not be considered.
