Description
The subject of the procurement is round-the-clock care accommodation and community-based living services for clients of the Central Finland Wellbeing Services County. The units offered must be located in Central Finland, except for the care accommodation for challenging clients, which may also be located elsewhere in Finland. According to Section 21c of the Social Welfare Act (1301/2014), round-the-clock care accommodation refers to living in a barrier-free and safe care home, service home, or similar accommodation unit where the person has an apartment that meets their needs and where they receive care and support from the unit's staff immediately and around the clock, also in case of sudden needs. Round-the-clock care accommodation ensures individual accommodation for people who need extensive care, support, and supervision around the clock. The residents are mainly moderately or severely memory-impaired and/or multiply disabled. Round-the-clock care accommodation for clients who behave extremely challenging is intended for clients who have special challenges in coping with daily life (e.g., insecurity, delusions, behavioural disorders, elopement and aggressiveness). Community-based living is accommodation arranged by the wellbeing services county in a safe unit where the client has their own apartment. Community-based living offers the possibility of social interaction and community activities. In community-based living, the client's service is implemented as home care service in accordance with Section 19a of the Social Welfare Act. Home care service refers to a service that ensures the person manages the daily activities of life at home and in their living environment. In addition to the above-mentioned services, other services can be procured within the supplier register. If the supplier register is expanded to include other services, the procuring entity will notify this by publishing a correction notice. For clarity, it is stated that the procurement procedure does not procure leased workforce. This is a procurement-related invitation to tender, to which market operators wishing to participate in the competition must submit an application for participation in the Tarjouspalvelu.fi portal. All market operators that meet the eligibility and minimum requirements of the invitation to tender will be selected for inclusion in the supplier register. The procuring entity will publish tender invitations, to which only suppliers accepted into the supplier register may submit a tender. Market operators may submit an application for participation at any time during the validity of the supplier register and thus enable participation in the next competition related to the supplier register. The internal competition within the supplier register may be subject to Regulation (EU) 2022/2560 of the European Parliament and of the Council on distortive effects in the internal market (the so-called FSR Regulation). The Regulation applies to internal competitions whose estimated value is at least 250 million euros.
