Description

The Procurement Unit is tendering for expert services, which include consulting in the following sub-areas: overall project design for construction projects, structural design, and construction services. The bidder must have the capability to provide all three sub-areas. In the actual tender phase, when more specific criteria have been published in the tender, the bidder is not obliged to bid for each sub-area. In the tender phase of the procurement, three suppliers are selected, one for each sub-area. The Supplier selected for the sub-area will name an expert whose working time will be reserved for the use of the Procurement Unit on a full-time basis for three or at most four days a week. The Procurement Unit may also order additional services related to each sub-area from the Supplier selected as the Supplier for that sub-area. Based on this notice, Bidders submit an application to participate. The tender is sent only to those candidates who meet the eligibility requirements of the participation application. The work is carried out in the Client's project workspace in Helsinki for at least one working day a week, as well as in the Supplier's own premises. Remote work is possible with certain restrictions. The work requires travel within the territory of Finland. The Client will cover the agreed business trips to destinations in accordance with the state travel regulations. No separate compensation is paid for office work. Candidates must submit documents demonstrating their eligibility. The Procurement Unit invites 6 candidates to the tender phase. If there are more than 6 candidates who meet the eligibility requirements, the candidates are selected based on the quality of their references (described later). If there are fewer than six candidates who meet the eligibility requirements, the Procurement Unit may terminate the procurement or continue the process with a smaller number of candidates. The Procurement Unit sends the tender to the approved bidders when the persons handling the tender have signed the confidentiality agreement required by the Procurement Unit. The tender is divided into approximately three sub-areas (not all of which need to be bid for). The selection criterion for the tender is overall economic advantage: - the weight of quality is 50% - the weight of price is 50%. Quality includes, for example, the expertise of the experts.
