France – Heating-system design services – Concession de service public ayant pour objet la conception, la réalisation, le financement et l'exploitation d'une chaufferie bois associée à un réseau de chaleur sur le territoire de la Commune d'Ussel.

In the context of the public service concession, the concessionaire will be responsible at its own risk and expense for:

- the design, construction, and financing of the works and equipment necessary for the production, distribution, and delivery of heat all year round to subscribers,

- the operation and maintenance of the works and equipment in perfect working order,

- the supply of fuels and energies, the production, supply, and distribution of heat;

- the management of relations with subscribers, including the marketing and development of the Service;

- the collection of corresponding revenues from subscribers and the management of unpaid debts;

- the continuity of the public service in compliance with the principles of equality of users, secularism, and neutrality of the public service.

The estimated duration of the contract is 32 years from the notification, with an initial phase of studies/commercialisation and works of an estimated duration of two years, followed by an operating phase of 30 years from the commissioning of the heat network.
