Greece – Collected and purified water – ΜΟΝΑΔΑ ΑΦΑΛΑΤΩΣΗΣ Ν. ΜΟΥΔΑΝΙΩΝ

The subject of the contract is the supply and installation of a desalination unit for brackish water with a capacity to produce 2,000m3 of potable water daily within a container or other type, with all ancillary works fully installed and connected to the supply and distribution water networks, as well as the provision of operation and maintenance services for the unit. More specifically, the subject of the contract concerns: A. COMPLETE SYSTEM FOR BRACKISH WATER TREATMENT • HDPE pipe of suitable diameter and approximately 520m length, for the transfer of untreated water from the existing pumping station A/Σ1 to the Desalination Unit. • Storage and equalization tank of at least 250m3 capacity, placed on a concrete slab and supply of the reverse osmosis unit through centrifugal pumps (100% installed standby). • Purification. • Extraction of brackish water from the tank. • Filtration in multiple layers of sand. • Dechlorination. • Addition of anticorrosive. • Filtration through a cartridge filter. • Extraction at high pressure. • Desalination by reverse osmosis. • Removal of brine through a tank of suitable volume, pumping station and HDPE pipe of suitable diameter and approximately 1,500m length to the loading well of the underwater pipeline of EEL N. Moudanion. If the outlet pressure of the brine from the desalination unit is sufficient, disposal can be made directly, without an intermediate tank and pumps. • Removal of sediment from the filter backwashes and membrane cleaning and storage in a tank of suitable volume. The transfer will be made with a tanker, with a permit for the transport of non-hazardous waste to the licensed EEL of the Municipality of N. Propontidas. • Mixing with pretreated water to increase hardness and alkalinity. • Addition of soda for pH correction if required. • Post-chlorination. • Storage of potable water in a pre-fabricated tank of at least 30m3 capacity, placed on a concrete slab and well for extraction and pressurization to the existing Central Tank of N. Moudanion through the existing pipeline. • Measurement of the supply to the unit, the clean treated water and the flow of the brine. • Required piping, valves, connections etc. • Shaping of the surrounding area (fencing, asphalt paving, electrification). • Required implementation studies. • Six-month trial operation. B. OPERATION AND MAINTENANCE OF THE ABOVE FOR FIVE (5) YEARS The subject of this contract concerns the operation and maintenance of the desalination unit and the cost of all interventions for their smooth operation (repairs, chemicals, consumables, spare parts, replacement of units) with a fixed price for five years from the Contractor after the completion of the construction works and the trial operation. For the maintenance and operation period of the desalination unit, there is an option to extend the contract (Option) for another five (5) years unilaterally by the Municipality of Nea Propontida (with personnel, chemicals, spare parts and consumables from the Contractor). Throughout the operation period of the desalination unit, the Contractor is obliged to operate and maintain the unit always following the technical specifications and the operating instructions of the manufacturers of all its parts. The Contractor is obliged to deliver a Technical Manual to the Municipality of Nea Propontida for the operation and maintenance of the unit and to train the Municipality's personnel, so that they can operate the unit when the operation and maintenance period by the Contractor expires. With this manual, the control will also be made by the service during the execution of the contract by the Contractor. The estimated price for the operation of the desalination unit and the supply of the treated potable water to the Municipality of Nea Propontida (for five years) is 480,000.00€ (excluding VAT). This price includes all the Contractor's expenses, as well as its profit, while it does not include the cost of electricity consumption for water treatment and generally the cost of electricity for the operation of the desalination. The offered price for operation and maintenance (work - consumables - warranty - repairs) by the contractor will be fixed for five years. For the maintenance and operation period of the desalination unit, there is an option to extend the contract (Option) for another five (5) years unilaterally by the Municipality of Nea Propontida (with personnel, chemicals, spare parts, consumables, repairs). At the end of the five-year period (or the ten-year period accordingly), the Contractor will deliver the desalination unit in normal operation with a three (3) year full warranty of the equipment, so that the proper operation of the systems is ensured. In case the contract is extended (option) for another five (5) years, the corresponding price from the five to the ten years, will be fixed for the operation and maintenance of the desalination unit, increased by 10% from the price of the normal operation, with a total cost of 528,000.00€ excluding VAT (480,000.00 x 1,10 = 528,000.00€). In case the right of the option is not exercised, the Municipality of Nea Propontida will operate the desalination unit with its own personnel or will assign to another economic entity the operation of the unit. The items to be supplied are classified under the following CPV codes: 41000000-9 (Collection and purification of water), 42912340-7: (Desalination equipment), 65122000-0 (Water desalination services). The contract to be tendered is a mixed contract, within the meaning of Article 225, paragraph 4 of Law 4412/2016, because it includes • «Supply of a brackish water desalination unit» estimated value 2,248,000.00 plus VAT 24%. and • «Standard 5-year Operation and maintenance of the work» estimated value 480,000.00€ plus VAT 24%.
