The subject of the procurement is the property valuation services for real estate and share of freehold property owned by the Social Insurance Institution of Finland (Kela) or its funds, and the related consultancy services for the Northern valuation area. The subject of the property valuation may be share of freehold property, buildings, real estate and plots, as well as building rights. The primary task of the property valuation is to determine the market value or market rent based on completed transaction prices (market approach) or yield (income approach). In some cases, it may also be necessary to determine the technical current value (cost approach).
