Netherlands – IT services: consulting, software development, Internet and support – Security Operations Center (SOC)

IPO/BIJ12 is conducting a European public procurement on behalf of several provinces (Participants) to conclude a Framework Agreement with a single Contractor for Security Operations Center (SOC) service provision. The Contract involves the provision of SOC services aimed at monitoring, detecting, analyzing, and following up on security incidents and threats within IT and (optionally) OT environments. The service provision consists of a mandatory basic package (including, but not limited to, security monitoring, incident response, threat intelligence, and reporting) and optional additional services. The service provision will be phased in per Participant and allows for scaling up and further development during the term of the Framework Agreement. The contracting authority estimates the financial scope of the contract at approximately € 2,500,000 to € 12,000,000 per contract year. In the initial phase, costs are expected to be lower; during the term, these may increase, among other things, as a result of the uptake of optional services and further scaling of the service provision.
