The PD – Public Sector Consultants GmbH is a consultancy firm specialising in public authorities and institutions, wholly owned by the public sector. The PD combines economic-strategic expertise with a precise knowledge of the particular processes and structures of public contracting authorities. On this basis, the PD advises public contracting authorities at all federal levels and offers nationwide consultancy and management services on all aspects of modern administration and infrastructure. It advises on procurement options, strategy, organisation and project management, supports the implementation of complex modernisation and procurement projects or takes over the management of major projects. The PD has approximately 1200 employees distributed across the locations of Berlin, Düsseldorf, Munich, Frankfurt, Hamburg, Nuremberg, Stuttgart and Wiesbaden and is wholly owned by the public sector. Shareholders include the Federation, numerous federal states and municipalities. In recent years, the PD has experienced strong growth, which has led to increasing complexity in organisational, functional and role structures. The PD now intends to develop and implement an integrated compensation and performance architecture and wishes to be supported by an external service provider in this regard. The subject of the contract is the design or further development of a job architecture, a function evaluation and grading system, a market and performance-oriented remuneration system, as well as a consistent performance and potential management. The contractor will also accompany the organisational implementation of the system, including governance, communication, change management and knowledge transfer.
