The Stadtwerke Emden GmbH intends to conclude multi-party framework agreements for various civil engineering services as of 01.01.2027. The standard term of the framework agreements is 3 years. The contracting authority has the right to extend the term twice by one year each time (extension option). The maximum term of the framework agreements is thus 5 years. The individual orders under the respective framework agreement will be awarded without a new tendering procedure according to the conditions set out in the tender documents. The contract will be divided into three lots. Bidders may submit tenders for one, two, or all lots. There is no limit on the award. The bills of quantities contain the estimated call-off quantities for the relevant items in each lot over the entire term of up to 5 years. The quantities are estimates and do not represent either the minimum or maximum limits for the contracting authority and are not to be understood as a commitment to purchase. Some items in each lot are currently listed with a quantity of "0" because no reliable estimates are yet available. For the preparation of the tender (i.e. for the submission of initial tenders), all three lots will be revised with regard to the quantity specifications. The positions not required will be completely removed from the bills of quantities. Positions that may be required will be listed as optional positions accordingly. The quantities currently specified in the bills of quantities will be checked as part of the revision and may change accordingly. Positions that currently have a quantity of "0" may also be assigned a higher quantity. The estimated quantities for the entire contract term specified in the bills of quantities (and possibly updated in the later course of the procedure) and an additional 25% form the basis for the value limit to be determined by order volume for the advertised framework agreements. Further specification of the value limit to be determined in euros by order volume remains reserved for the negotiation phase.
