Romania – Repair and maintenance services of electrical machinery, apparatus and associated equipment – Servicii de mentenanță preventivă și corectivă a echipamentelor de automatizare din stațiile de tratare, stațiile de epurare, gospodării de apă, cămine de monitorizare din dotarea Aquatim S.A.

Under the contractual agreement, maintenance services (preventive maintenance and corrective maintenance) will be carried out for a period of 12 months, on the processes presented in the annexes of the Terms of Reference, as follows:

- Automation Maintenance LOT 1 - Preventive and corrective maintenance of automation equipment from integrated treatment stations in SCADA and automated water management systems, supplied from zonal stations.

- Automation Maintenance LOT 2 - Preventive and corrective maintenance of automation equipment from local treatment stations, water management systems, and monitoring houses.

- Automation Maintenance LOT 3 - Preventive and corrective maintenance of automation equipment from purification stations.

- Automation Maintenance LOT 4 - Preventive and corrective maintenance of automation equipment from Wastewater Pumping Stations.

Maintenance refers to any activities such as inspections, tests, measurements, replacements, adjustments, and repairs aimed at maintaining and restoring a process to a specified state where the process can perform its necessary functions or regain its ability to provide the service.

Process maintenance will involve performing preventive and corrective maintenance on all processes in the AQUATIM area of operation, so that downtimes and times of operation outside nominal parameters are close to zero.

"Normal operating conditions" of a process refers to operation in automatic mode to maintain the set reference parameters. Processes operating in semi-automatic or manual mode (in the case of fully automated processes) are considered to be outside normal operating conditions, i.e., they are in a state of failure.

Maintenance will be carried out on the entire technological process, so that after remedying a defect or replacing any equipment, the process returns within normal operating limits, as set by the beneficiary. When performing process maintenance, the indications provided by the suppliers in the documentation delivered by the manufacturer with the equipment will be strictly followed.

The estimated value of the framework agreement is 6,120,000 lei, excluding VAT, of which:

Lot 1 – 1,325,000.00 lei excluding VAT

Lot 2 – 1,340,000.00 lei excluding VAT

Lot 3 – 2,685,000.00 lei excluding VAT

Lot 4 – 770,000.00 lei excluding VAT

The duration of the Framework Agreement is 12 months.

The deadline by which economic operators have the right to request clarifications or additional information regarding the award documentation is: 21 days before the deadline for submission of tenders.

The deadline by which the contracting entity will respond to clarification requests: 11th day before the deadline for submission of tenders.

The contracting entity will only respond to clarification requests from economic operators up to the deadline set, i.e., 21 days before the deadline for tender submission.
