Belgium – Management-related services – Concession de service ayant pour objet l’installation, le remplacement, l'entretien et l'exploitation d'une infrastructure de recharge pour véhicules électriques sur le territoire de la Ville de Wavre

The concession concerns: ● On the one hand, the replacement of 5 existing charging stations with new charging stations, their connection to the electrical distribution network and their commissioning and, ● The installation of 32 new charging stations, their connection to the electrical distribution network and their commissioning and, ● On the other hand, the operation of the charging stations, their management, their monitoring and the maintenance of said installations throughout the duration of the concession. 2. Regarding the number of charging stations and charging points per station, as well as their geographical distribution, these are set by the inventory of predefined locations annexed to the technical clauses of this special terms of reference, without prejudice to the modifications that may be decided in accordance with point III.14.1. "Modification of the initial location and initial distribution of charging stations". 3. Regarding the supply of the 37 charging stations to be implemented, these must meet the technical requirements defined in the technical clauses of this special terms of reference. 4. Regarding the installation of the 37 charging stations, all necessary services are included, notably: – Obtaining all necessary authorizations for their installation and commissioning, including any parking permits, road permissions, authorizations from the manager of the relevant domain, urban and/or single permits, connection authorizations from the Distribution System Operator, … ; – Carrying out all the work necessary for the installation and operation of the charging stations as well as the restoration of the relevant domain, once the installation is complete. 5. Regarding the operation of the charging stations, all necessary services for this are included, notably and without prejudice to the details provided in the technical clauses of this special terms of reference: – Providing a permanent charging service in complete safety at each charging point and billing it; – Informing users in real time on an online platform about the location and availability of the charging stations; – Informing about the cost of charging, the status of the charging session, the configuration of the charging station (type of socket, maximum power, …), the number of connections and the energy distributed per charging station; – Implementing a back-office system allowing, in particular, the updating of the software as well as the detection of faults and their repair when this can be done remotely; – Periodic and preventive technical maintenance of the charging stations, including all related infrastructure, and their cleaning, including the removal of graffiti, so that they are, at all times, operational and clean; – Troubleshooting of the charging stations, including their possible replacement, and all related infrastructure to ensure their availability and the charging service; – Implementing a real-time information service, via an online platform, giving access to all data relating to the status and use of the charging stations; – Moving or dismantling, temporarily or permanently, the charging stations, including the related infrastructure, in the event of work on the relevant domain; – Supplying, installing and operating additional charging stations, whether to replace existing stations or to place others, not identified in the inventory of predefined locations annexed to the technical clauses of this special terms of reference, whether in existing stations or in new stations; – If necessary, the dismantling of the charging stations at the end of the concession and of all related infrastructure, as well as the restoration of the relevant domain. 6. The future Concessionaire is informed that the service concession will not confer any exclusivity on them for the operation of charging stations for electric vehicles on the public domain of Wavre. If, in view of the needs identified by the City in terms of developing additional electric charging stations, the present concession contract could no longer be modified without making substantial changes, the City reserves the right to launch a second concession procedure for the operation of charging stations in parallel with the concession that will be awarded following this procedure.
