Finland – Weed-clearance services – Kemiönsaaren ruokohankkeet
Description
**BACKGROUND AND OBJECTIVE** The subject of this dynamic purchasing system (hereinafter also “DPS”) are the services for mowing, harvesting, collecting, transporting, interim storage and processing of aquatic plants required by the Municipality of Kemiönsaari (hereinafter also “contracting entity”) in the years 2026–2029. The contracting entity establishes the DPS to enable it to competitively tender services related to the mowing, harvesting and utilisation of aquatic plants flexibly in different locations, at different times and in the required extent each time. The services procured through the DPS may include both summer and winter mowing as well as the collection, transport, interim storage and further processing of the mown plant material. The specific work areas, work schedule, extent of mowing, implementation method, handling of the harvested material, transport destinations and other location-specific requirements are defined in the internal tenders, i.e. mini-tenders, of the DPS. The mowing and harvesting of aquatic plants aim to achieve environmental benefits, particularly the removal of nutrients from water bodies and the reduction of eutrophication in the Archipelago Sea. At the same time, the aim is to promote the sustainable management of reed beds, improve water quality, promote biodiversity and utilise aquatic plants as a local biomass and raw material resource. The procurements are implemented as part of the RuokoResurssi – VassResursen project (2026–2028) managed by the Municipality of Kemiönsaari and the ReCreateBioBased project (2026–2029) funded by the Interreg Central Baltic programme.
**SCOPE OF THE TASK** Services related to the mowing, harvesting, collection, transport, interim storage, processing and utilisation of aquatic plants can be procured through the DPS. An individual mini-tender may concern one or more of the above-mentioned services, a service package or a work phase. The mowing of aquatic plants is carried out in the area of Kemiönsaari or in its immediate vicinity. The mowing plan and the individual mini-tender invitation to tender may specify the areas, extent of work, mowing time, mowing method, work implementation order, handling of material, transport destination and other requirements related to the implementation of the work that are included in the procurement in question. The task may include, for example: - Mowing of aquatic plants in summer and/or winter in areas specified in more detail in an individual mini-tender. - Collection and piling of the mown plant material. - Loading and first-phase transport of the plant material to the storage and/or further processing site indicated by the contracting entity. - Interim storage of the plant material. - Processing of the plant material, such as drying, crushing, pelleting or other processing specified in more detail in the invitation to tender. - Transport of the plant material to further processing, further refinement or other destination indicated by the contracting entity. - Possible preparatory and infrastructure works required by the accessibility of the area, if ordered in the invitation to tender of an individual mini-tender, related to mowing, harvesting, transport or material handling. - Documentation, reporting and other quality and safety tasks defined on a location-specific basis. The work is carried out in accordance with the invitation to tender of an individual mini-tender, the contract documents and any permits required. The contracting entity is responsible for obtaining the permits required for the implementation of the work, unless otherwise stated in the invitation to tender of an individual mini-tender. The contractor is responsible for its own activities, personnel, equipment, occupational safety and for the work being carried out in accordance with the contract documents and applicable legislation.
**DURATION OF THE DPS** The dynamic purchasing system is in force until 31.12.2029. The contracting entity may change the duration of the DPS in accordance with procurement regulations. Any change in the duration of the DPS will be notified in the procurement notice or in another manner required by procurement legislation. The expiry of the DPS does not affect procurement contracts made before the system expires. A contract based on a mini-tender carried out before the expiry of the DPS may remain in force in accordance with the contract period defined in the contract documents, even after the expiry of the DPS. The contracting entity may terminate the DPS, end it before the notified expiry date or refrain from concluding a procurement contract based on an individual mini-tender on the grounds permitted by procurement legislation.
