The present procurement aims to establish the various phases of the works and to set the technical conditions and time limits that will be binding for the tenderer who is awarded the contract for the services, for the drafting of the new detailed urban land planning instrument, known as the Urban Planning Plan of the Municipality of Bailén, and for the drafting of the Urban Catalogue of protected goods and spaces of the municipal term of Bailén. The POU of Bailén aims to define the complete detailed layout of the urban fabric, its public spaces and facilities, provided that they do not contradict the determinations of the General Municipal Planning Plan of the municipality of Bailén, and are in accordance with the sustainability criteria for urban planning that are regulated in Article 61 of Law 7/2021, of 1 December, for the impetus for the sustainability of the territory of Andalusia (hereinafter LISTA) and Articles 79, 80, 81, 82 and 83 of Decree 550/2022, of 29 November, which approves the General Regulation of Law 7/2021, of 1 December, for the impetus for the sustainability of the territory of Andalusia (hereinafter RGLISTA). The Urban Catalogue of protected goods and spaces of the municipal term of Bailén aims to complement the determinations of the urban planning instruments relating to the conservation, protection, enhancement and improvement of elements of the historical, cultural, urban, architectural, natural or landscape heritage. To this end, the catalogues will contain the detailed list and the precise identification of the goods or spaces that, justifiably, should be the subject of protection. For each element, its specific legal regime applicable to each of them will be established according to its level of protection, nature and category. In this way, the values recognised for them will be identified, an adequate level of protection will be set and the activities and interventions compatible with them will be regulated according to them.
