The subject of the public procurement in research, development and innovation is to obtain the most suitable solution proposal for the project in applied research and innovation. The project framework aims to predefine the project, which was prepared in accordance with the provisions of Section 2, Paragraph 2, Letter h) of the Public Procurement Act and which will be adjusted within the competitive dialogue with regard to the needs of the Contracting Authority. (The subject of the project is set out in Annex No. 1 – Project Framework of the Tender Documentation). The tender procedure will be conducted so that the selected solution meets the objectives and achieves the results determined in Annex No. 1 - Project Framework of the Tender Documentation, which will be the main substantive basis for the negotiations. The conclusions, conditions and new facts should emerge from the individual negotiations so that the tender can be specified for the Contracting Authority in the most suitable way for the purposes of the final offer. As part of the project, a feasibility analysis and a design of the architecture of the supporting module will be prepared, which could become part of the SSHR information system in the future. This innovative module has the potential to utilize elements of artificial intelligence for continuous searching and processing of subject matter sources from publicly available online data. The solution would also include the creation of a design for an active communication platform based on AI, which would facilitate decision-making processes in crisis management and support the effective processing of electronic overviews of available resources on the market in the Czech Republic. Since this is a new and complex approach, the aim of the current phase is to systematically assess the possibilities of implementation and identify the optimal variant for possible future deployment. In connection with the possible future connection to the SSHR information system (IS KRIZKOM 26), it is also essential to design the system integration of the AI module into this system, as the AI module will actively communicate with other modules as well.
