A sector dialogue and market survey have shown that currently, no high-performance gigabit infrastructure with an offer of corresponding telecommunications services is available throughout the contracting authority in accordance with the objectives of the Gigabit Framework Regulation 2.0, and will be available in the coming years. The contracting authority has therefore applied for funding for a comprehensive gigabit rollout in the viability gap model within the framework of the Directive "Funding to support the gigabit rollout of telecommunications networks in the Federal Republic of Germany - Federal Gigabit Directive 2.0 (Gigabit-RL 2.0)" of 31 March 2023 in the version of the 1st amendment of 30 April 2024 ("Gigabit-Richtlinie 2.0") and has received the notification of the final amount of the grant. The funds provided in this funding programme in the viability gap model (hereinafter: funds) shall be passed on by contracting authorities to telecommunications undertakings in the sense of EU state aid law as investment cost aid for the construction and operation of gigabit networks.
