Description

The municipality of Kiedrich (hereinafter: "Granting Authority") aims to provide comprehensive, high-performance access to gigabit networks. Furthermore, the Granting Authority aims to strengthen its business location and ensure the competitiveness of its companies. Therefore, a concession contract for the construction and operation of gigabit networks as well as the provision of end-customer services in the areas specified below is to be concluded with a telecommunications company. To this end, the Granting Authority has submitted a funding application within the framework of the federal funding programme "Funding to support the expansion of telecommunications networks in the Federal Republic of Germany - Gigabit Directive 2.0", 2nd amendment of 13.01.2025, within the framework of the "gap closure programme" in the sense of No. 9.1 and has been granted funding. In addition, the Granting Authority has applied for co-financing under the "Guideline for the promotion of gigabit supply in the state of Hesse" and has also been granted funding. The funding generally covers the investment costs stated. The investment costs are determined from the net present value of all revenues for a period of at least seven years and the net present value of all costs of network construction. Funding for operating costs (including operating costs, financing costs and costs for prepaid products) is not provided. However, financing costs are generally eligible for funding under the federal funding scheme if they are used for the (interim) financing of the material costs incurred in the construction of the funded network. These include, for example, costs for construction period interest. According to the grant notification from the state, financing costs are not eligible for funding. Therefore, it is pointed out that if financing costs are shown in the calculation of the economic viability gap, there is a risk that these will not be paid out by the state at a later date when the funds are called up. In this case, the financing costs would have to be borne by the concessionaire themselves. Consequently, the economic viability gap to be stated under section 3.1 of the grant agreement to be concluded would then be reduced. An increase in the maximum grant amount specified in the grant notification is not possible. Offers with a result (economic viability gap or total financing) of more than 250,000.00 EUR (net) cannot be taken into account within the framework of the offer evaluation. The conclusion of the grant agreement (see Annex 4 to the specification of services and section 4 e) hh) of the accompanying document to the notice) is subject to the condition that the corresponding own contributions of the Granting Authority can be made available in accordance with budgetary law. The Granting Authority reserves the right to award the submitted (initial) offers without entering into further rounds of negotiations.
