The subject of the procurement is a local digital service for newspapers, which includes a common collection of newspapers and an interface for using, browsing, searching and reading newspapers, as well as related support services for all user units in accordance with the common specification. The service uses IP addresses for user authentication. See the detailed description of the subject of the procurement in Annex 1 "Description of the subject of the procurement". This procurement is part of the FinELib consortium's acquisition of materials. The user units are public libraries, which are members of the consortium. All user units are listed in Annex 7. Based on the competition, one (1) service provider will be selected to be responsible for the digital service for local newspapers in its entirety. CONTRACT PERIOD The contract period is two (2) years. The procuring entity has the right to extend the contract period for a maximum of two (2) years, in accordance with the contract terms. PROCUREMENT SCOPE The estimated value of the procurement is 2 250 000- 3 380 000 euros (VAT 0%), including the option period. The maximum value of the procurement is 3 380 000 euros (VAT 0%). The figures are based on the estimates provided by the user units for the framework agreement. The maximum value of the framework agreement has been calculated for 4 years. The determination of the expected total value of the procurement is complicated by the possible fluctuation of the annual license amounts of the user units and the annual budgets of the user units.
