Description

It is specified that the deadline for submission of tenders is 15/07/2026 12H00 (Paris time). Those listed in section 5.1.12 are in UTC format. This is a Defence or Security Contract. Contract description: This is a contract for the maintenance of operational materials for the operational information systems of operational levels 4 to 7 of the Army, the Army Health Service and the Operational Energy Service. Estimated quantity/volume of the contract: This contract covers calculators (between 18,000 and 26,700 units, without commitment from the State) and their accessories (interphone radio, printing means, computer networks, cords and cables, screens, boxes, integration kits, ...) as well as environmental, layout and servitude materials (energy production, safety equipment, heating, ventilation and air conditioning). Contract amount: The estimated amount of the contract listed in section 2.1.3 "value" corresponds to an overall estimate for the framework agreement project, without commitment from the State. The maximum amount of the contract indicated in sections 2 "procedure" and 5 "lot" below is exclusive of tax. Contract duration: The contract duration indicated in section 5.1.3 "estimated duration" is given purely as an indication. Miscellaneous information: In addition to section 5.1.15 "technical": This is a single-source framework agreement with purchase orders. Technical uncertainties: As the contract may present significant technical uncertainties, it will include a provisioned portion for the potential purchase of supplies and services that could not be precisely defined in the initial public contract. Individual or group candidature: Candidates must specify whether they are applying individually or as a group. Candidates are not allowed to submit multiple offers for the contract by acting simultaneously: 1. as individual candidates and as members of one or more groups; 2. as members of several groups. Groups may be formed or modified up to the date of submission of the first offer. The newly formed group must meet the requirements relating to the capacities of the candidates. Furthermore, the provisions of Articles R2142-23 and R2342-14 of the CCP apply. Signature of documents: Documents contained in the tender dossier requiring a signature must be signed by a person authorized to commit the company (with the name, first name, and position of the signatory, and with the company stamp). If the signatory of the documents does not appear in the public information via the SIREN number or the equivalent document for candidates established abroad, any document attesting to the signatory's capacity to commit the company. As regards electronic files, a signed zip file does not count as a signature of the documents it contains. Each document for which a signature is required must be signed electronically and separately by a person authorized to commit the company (cf. 'Modalities of transmission of the aforementioned tenders in section 2.1.4). A scanned handwritten signature cannot replace the electronic signature. All members of the group must choose the same signature format (handwritten or electronic) without the possibility of mixing the two types of signatures. Validity of the candidature: The provision of all the elements/documents listed in sections 2.1.6 "grounds for exclusion", 5.1.9 "selection criteria" (except for capacity C5), 5.1.12 "conditions of the public contract" is essential, on pain of rejection of the economic operator's candidature. The capacity “C5: Capacity to maintain a quality assurance system” mentioned in section 5.1.9 is optional and does not result in the rejection of the candidature. Documents submitted in support of candidatures in a language other than French must be accompanied by a translation into French. Only the French version is authentic. In accordance with Article R 2342-7 of the Public Procurement Code, this procedure is not open to economic operators from third countries to the European Union or the European Economic Area. The buyer verifies that all the documents requested for the purposes of the candidature have been transmitted. In the event that the requested documents are missing or incomplete, the buyer may request the candidate to complete his tender dossier. In this case, the buyer may request the candidate to complete or explain the supporting documents and means of proof provided or obtained. The buyer eliminates candidates whose required documents have not been produced within the specified time limit.
