Netherlands – Refuse disposal and treatment – Inzameling en sortering textiel, gemeente Cranendonck

The contract consists of: the supply and placement of above-ground collection containers; the emptying and maintenance of these containers; the collection, sorting, marketing and/or (sub)processing of the collected textiles; and the periodic reporting on the work carried out. In the execution of the assignment, use is made of the national do/do not list included in the Circular Materials Plan, chapter Materials-Textiles. Separate contracts could be concluded for the collection and for the processing of the textiles. This could result in contracts being entered into with different contractors. However, the municipality wishes to contract one contractor so that the collection takes place efficiently and uniformly, and it has one point of contact for reporting, collection, and processing of the textiles. This allows the municipal waste policy to be implemented effectively and simply. For this reason, the assignment has been combined. If the assignment is split, for example by a parcel division, more coordination is necessary. This brings with it extra activities and therefore more (internal) costs. If the coordination does not proceed optimally, this can lead to less and poorer quality textiles, delays and thus extra inconvenience for stakeholders (for example, residents, employees of the municipal depot). In addition, the municipality will also be responsible for the planning and coordination of the execution. Since all this is not in the municipality's interest and its circular goals, no parcel division is applied and the work is carried out by one contractor. The contract is entered into for a period of at least 4 years and at most 8 years. The start date of the contract is 1 February 2027. The draft contract is attached to this tender document.
