Subject: Dynamic Purchasing System for specific medical devices and consumables required for the activities of UMBAL "PROF. DR. STOYAN KIRKOVICH" EOOD. Short description: Within the dynamic purchasing system (DPS) public contracts for the delivery of specific medical devices and consumables required for the activities of the clinics and departments in UMBAL "PROF. DR. STOYAN KIRKOVICH" EOOD will be awarded. 2. Division into categories of the dynamic purchasing system (DPS). The dynamic purchasing system is not divided into categories – the medical devices included in its subject are subject to the distribution and trading conditions regulated by the Medical Devices Act, for which uniform criteria for the selection of participants and equal delivery conditions will be applied. Reasons for the impossibility of dividing the subject into separate distinct positions: There is a recommendation from the National Electronic Platform not to be used for a large number of separate distinct positions. This, as well as the volume of work on the administration and management of the separate distinct positions in the CAIS EOPD, leads to a practical difficulty for UMBAL "Prof. Dr. Stoyan Kirkovich" EOOD to use separate distinct positions for public contracts for large volumes and different types of deliveries. The subject of the contracts is divided into nomenclatural lines and sub-nomenclatural lines, with participants being able to participate and be selected as contractors for one or more of the nomenclatural lines of the contract subject. In this way, although there is no division into separate distinct positions, in practice, an analogous opportunity for participation in the procedure is ensured for a wide range of interested parties. 3. Technical specification: The medical devices and consumables subject to future award are described in the Example Technical Specification, an integral part of the documentation. The technical specification is not final and binding and should not be understood as the final specification of the current DPS, but as a description of the nature of the medical devices and consumables that will be delivered. The final specifications and specific needs for certain medical devices and consumables for a certain period will be determined in the course of the functioning of the DPS within the framework of the specific awards of public contracts. 4. Term of the dynamic purchasing system: The term of the DPS is 36 /thirty-six/ months. The dynamic purchasing system is open throughout its term for any candidate who meets the selection criteria. Access to and participation in it are free and without charge for all interested parties. The term of the contracts concluded on the basis of the limited orders within the DPS is for a period of 24 /twenty-four/ months. 5. Place of performance of the contract: All medical devices are delivered to the hospital pharmacy of UMBAL "PROF. DR. STOYAN KIRKOVICH" EOOD, at the address: Stara Zagora, ul. "General Stoletov" 2. 6. Estimated value: The estimated value of the dynamic purchasing system (DPS) is 380,000 euros, excluding VAT. The specific values of the individual contracts concluded during the term of the Dynamic Purchasing System will be determined within the framework of the specific contracts. The costs of the individual contracts, concluded within the framework of the Dynamic Purchasing System, will include all costs related to the quality and timely performance of the specific order, incl. but not limited to the cost of delivery. Documents related to participation in the public procurement, as well as the exchange of documents and messages between the Contracting Authority, candidates, participants and contractors of public contracts, are carried out through the CAIS EOPD. 7. General provisions of the DPS: The dynamic purchasing system is open throughout its term for any candidate who meets the selection criteria. Access to and participation in it are free and without charge for all interested parties. All candidates who meet the selection criteria are included in the DPS. Within the DPS, the award of public contracts is carried out in stages. Pursuant to Article 101 of the PPA, depending on the stage of the procedure, candidates submit applications for participation, and qualified (admitted) candidates - offers. 8. Order of consideration of offers: Pursuant to Article 33a. of the PPA, when awarding public contracts through a dynamic purchasing system, the contracting authority provides for the technical and price proposals of the participants to be opened simultaneously. The use of this possibility is allowed when all the proposals from the offers of the participants are presented by a numerical value.
