France – Architectural, construction, engineering and inspection services – MARCHE PRIVE DE MAITRISE D’ŒUVRE DANS LE CADRE DE LA RENOVATION DES BATIMENTS HALLES ET CONFERENCES DU PARC DES EXPOSITIONS DE MULHOUSE

This procedure is organised for the award of a private design and build contract as part of the renovation operation of the "halles" building and the "conferences" building of Parc Expo de Mulhouse. The works to be carried out will be divided into lots: - A firm lot, with

- the renovation of the halles building (renovation of heating and air handling units of the halles, of the auxiliary boiler, of the distribution network, of the smoke extraction, of the doors and openings)

- the renovation of the conferences building (renovation of the roof and facade elements)

- the studies up to the APD of all the elements of the optional lots 1, 2 and 3

- optional lots:

- Optional lot 1: renovation of the facades of the halles building

- Optional lot 2: replacement of 2 mobile walls in the halles building

- Optional lot 3: renovation of the air handling unit and improvement of the distribution/recovery in the conferences building.

NB: the design of the different optional lots 1 to 3 are included in the firm lot up to the APD. Constraints: The works will be carried out on a occupied site and will require particular attention in terms of phasing, organisation and coordination of the works, since the Parc des Exposition will continue to host events and the public. It is therefore important for the client, to obtain a fairly precise work schedule as of the APD (end 2026-early 2027), in order to be able to set its event schedules for the years 2028-2029. The year 2027 will be devoted to PRO/DCE studies, to the choice of the mode of award of the works (EG, macro-lots, allotment) as well as to the consultation of the works companies. The schedule included in the DSP, provides for two phases of work periods: - 2028 – 2031: The halles - 2032: The conferences building It should be noted that the works may be carried out in discontinuous phases.
