Romania – Road bridge construction work – Proiectare si Executie Lucrări pentru obiectivul de investiție “CONSTRUIRE PASAJ RUTIER CARTIER TRACTORUL-BDUL.GRIVIȚEI ȘI LEGĂTURI INTRE I.C. BRĂTIANU ȘI BDUL. GRIVIȚEI”

The main objective of the project is to create a fast, safe and modern link between Bulevardul Griviței and Cartierul Tractorul, by building a connecting road with four lanes and an overpass over the CF 300 line, eliminating the blockages generated by level crossings and ensuring traffic fluidity. Specific objectives: Road safety and urban mobility: implementation of modern road signage, markings, parapets and sound-absorbing panels; arrangement of sidewalks and bicycle paths; Traffic fluidity and reduction of travel times: increase of road capacity, modern roundabout at the intersection with Bulevardul Griviței, reduction of average travel time and blockages. Sustainable infrastructure and water management: installation of an energy-efficient LED lighting system and a complete system of gutters and drains to protect the infrastructure and prevent flooding. Urban and economic development: increase of the attractiveness of the area for residential and commercial investments, integration of the infrastructure into the sustainable urban mobility plan and support for the logistics of nearby commercial centers. Justification of the investment project model: ensuring efficient operation and maintenance in the medium and long term, through a clear legal and financial framework, with quantifiable social and economic benefits. Expected benefits: reduction of travel times and polluting emissions, increase of traffic safety and comfort, stimulation of the economic and urban development of Cartierul Tractorul and the adjacent area, as well as the increase of the efficiency of public services, reduction of the risk of accidents and increase of comfort for pedestrians, cyclists and drivers. The objectives proposed to be achieved are: A. Construction of connecting road; B. Construction of roundabout; C. Construction of CF overpass; D. Construction of public lighting network. Number of days until which clarifications can be requested before the deadline for submission of tenders/applications 20. To the extent that requests for clarifications or additional information have been addressed within the previously foreseen deadline, the responses of the Contracting Authority will be published in the SEAP with at least 11 days before the deadline for submission of tenders, in accordance with Article 161(1) of Law 98/2016, the authority not to take into account requests submitted through another means of communication or at a different deadline than the one set.
