Background and Problem Statement: The DEHSt has been operating end-to-end digitised specialist procedures for approximately 20 years. Central components of the DEHSt's IT landscape are in a phase of renewal. The number of software artefacts to be developed by the DEHSt is continuously increasing – deadlines are becoming increasingly tight and parallelisation and complexity are increasing. Several legacy systems also need to be completely replaced. To remedy this, the DEHSt has developed a Software Development Kit (SDK) consisting of software and comprehensive documentation, for example for setting up a test and integration environment. The aim of the SDK is, on the one hand, to carry out a technological renewal and, on the other hand, to significantly increase the development speed while maintaining standards. The SDK provides documentation, software libraries, several standalone services for the centralised control (workflow control) of the specialist applications, and a basic and example application that integrates into the existing software and process landscape of the DEHSt (i.e. it addresses existing central services, the so-called "DEHSt platform"). The SDK and the DEHSt platform are based on a separation of frontend (AngularJS, NgRx, Material), backend (Spring-Boot), distributed web services and a build pipeline in GitLab as well as scalable operation on a container basis (Docker Images on RedHat OKD).

Objective and Subject of the Project: This procurement measure is inviting tenders for a framework agreement with a duration of 4 years. The framework agreement can be extended twice by one year each. The project is to cover the development and maintenance of the entire Software Development Kit (SDK) and the development of specialist applications based on it. This distinguishes between three related but parallel areas of work: 1) Lot 1: SDK maintenance and management 2) Lot 2: New development of specialist applications 3) Lot 3: Migration and replacement of legacy systems. For the SDK team, the aim is to increase the benefit for case processing as well as to positively influence the development duration of the development teams. For the development teams, it must be an aim to develop a high-quality application in the shortest possible time based on a worked-out specification.
