The Steering Committee of the Energy Demand Management (MDE) proposes a Territorial Compensation Framework (CTC) defining actions that can benefit from premiums. These actions are divided into two categories: - "Standard" actions, on the one hand, intended for the mass market - "Non-standard" actions, on the other hand, characterised by a high level of site dependency

The present contract concerns the carrying out of energy studies relating to renovation/construction projects for "non-standard" actions. The contract is a framework agreement with order forms, concluded with two contractors, a main contractor and a "substitute" contractor, according to a so-called "cascade" distribution, specified in the Particular Administrative Clauses Document (CCAP) of the framework agreement.
