Poland – Supervision of building work – Pełnienie funkcji Inżyniera Kontraktu dla Zadania Inwestycyjnego pod nazwą: „Budowa instalacji termicznego przekształcania odpadów komunalnych w Koszalinie”.

The Subject of the Contract is the provision of the Contract Engineer function, understood as the provision of comprehensive services for managing the investment process, coordination, investor supervision, technical, legal, financial, and energy advice (Contract Engineer function) for the preparation, implementation, and settlement of the investment task entitled: „Construction of the thermal conversion facility for municipal waste in Koszalin”. The Contract Engineer will supervise the implementation of the Contract with the Contractor (EPC / „design and build”), the aim of which is to build and commission a modern, environmentally compliant and Best Available Technique (BAT) compliant municipal waste thermal conversion facility (ITPOK) with energy recovery (cogeneration). The key parameters and scope of the supervised investment include, in particular: − construction of the facility/incineration plant for RDF and pre-RDF fractions with specified performance and technological parameters, − construction of the energy recovery unit (recovery boiler, steam turbine set with electricity and heat generation for the needs of the municipal district heating network), − construction of an advanced flue gas cleaning system ensuring compliance with BAT (Best Available Techniques) requirements and continuous emission monitoring (CEMS), − construction of ancillary infrastructure, yards, internal roads, water and sewage management, transformer station and connections to the electrical, heating, and water and sewage networks, − carrying out technological commissioning, final tests, performance tests, and obtaining all legally required administrative decisions, including a use permit and an integrated permit.
