Finland – Funeral and related services – Hautauspalvelujen hankinta

The City of Helsinki's Social Services, Health and Rescue Services Department invites tenders for funeral services according to this tender notice and its annexes. The subject of the procurement is funeral services for the burial of deceased Helsinki residents entitled to financial aid. The service begins with the handover of the deceased from the place of storage to the service provider and ends with the burial. The burials are cremations and, exceptionally, coffin burials. The choice of burial method takes into account the deceased's culture, religious beliefs, and religious burial practices. The service includes the funeral service arrangements, as detailed in the service description (Annex 3), family services at the funeral service office, cooperation with the party responsible for the burial, preparation and dressing of the deceased, a small bouquet for the coffin or urn, and transports for the deceased according to the service description in the Helsinki metropolitan area. The service provider is also responsible for ordering, collecting, and ensuring the availability of the deceased's clothing, as well as the coffin and urn, and for the interim storage of coffins. Bearers and assistant services may be used in situations defined in the service description. The service to be procured is intended for Helsinki residents, which is why the service provider must have at least one service point in the City of Helsinki. According to the purchaser, financial aid for burials has been granted as follows: in 2024, approximately 450 grants were awarded and in 2025, approximately 460 grants. According to the purchaser's estimate, the number of grants has stabilised at less than 500 burials per year. The purchaser does not commit to specific procurement quantities, but the service is ordered as needed. One (1) service provider will be selected based on the tender competition.
