Poland – Construction work for buildings relating to law and order – Budowa nowej siedziby Komendy Miejskiej Policji w Elblągu wraz z obiektami towarzyszącymi, ul. Lotnicza, Elbląg (obręb 23, działka ewidencyjna 38/35).

The subject of the contract is construction works consisting of the construction of facilities as part of the Investment “Construction of a new headquarters of the Municipal Police Command in Elbląg with accompanying facilities, ul. Lotnicza, Elbląg, plot no. 38/35, parcel no. 23”, as well as the handover of the facilities along with the necessary equipment to obtain a decision on the permit for use. The contract includes the construction on the plot no. 38/35, parcel no. 23 of a set of buildings with internal and external installations, connections, land development, small architecture elements, access roads from ul. Lotnicza and partial equipment of the rooms within the scope and on the terms specified in the Specification of Contract Conditions together with the annexes, including in particular in the OPZ, Project Documentation, Technical Specifications for the Execution and Acceptance of Construction Works, subjects of works, as well as within the framework of agreements of the Author's Supervision and the Investor's Supervision. As part of the contract, the Contractor will be obliged to obtain and transfer to the Contracting Authority the final decision on the permit for the use of the entire facilities. The scope of the contract includes, among others: 1) taking over the plot no. 38/35, parcel no. 23, organizing the construction site along with the organization of the office-social background, its maintenance and liquidation; 2) carrying out preparatory works, all construction works along with the construction of connections and the reconstruction of networks, carrying out greenery plantings; 3) obtaining by own means and at own cost all the consents, decisions, permits, permissions and agreements necessary for the implementation of the entire subject of the contract, with the exception of consents, decisions, agreements, supply agreements for media obtained or planned to be obtained or signed by the Contracting Authority in accordance with the Description of the Subject of the Contract I Project Agreement, constituting Annexes to SWZ; 4) carrying out all the tests, tests, tests and start-ups required by law or project documentation (including by the authorized service of the system or device manufacturer) for all built-in devices and systems, confirming the expected quality and functionality of the completed works and built-in Devices; 5) obtaining for the materials required by the project documentation permits for individual use in construction and approval of samples; 6) transferring to the Contracting Authority the copyrights and licenses to all works created for the purpose of implementing the contract; 7) conducting trainings for the personnel indicated by the Contracting Authority for the operation of the facility, built-in systems and devices before declaring readiness for final acceptance; 8) providing quality guarantee services and maintenance services during their validity; 9) carrying out greenery maintenance procedures during the warranty and guarantee period; 10) carrying out the executor's works, including post-construction documentation and workshop drawings; 11) carrying out the EOD Platform and providing a license for its use for the Contracting Authority; 12) carrying out geological surveys and continuous geological and geodetic supervision. The subject of the contract should be carried out as a complete one from the point of view of the purpose it is to serve, i.e. within the scope enabling the obtaining of a decision on the permit for its use. 2. The detailed description of the subject of the contract and the requirements of the Contracting Authority in the scope of its implementation and acceptance are specified by: 1) Description of the Subject of the Contract, project documentation entitled “Construction of a new headquarters of the Municipal Police Command in Elbląg with accompanying facilities, ul. Lotnicza, Elbląg, plot no. 38/35, parcel no. 23” as well as documentation for the construction of connections and the reconstruction of networks, along with administrative decisions, consents, permits, permissions, agreements and made notifications of works not requiring a building permit, constituting together with STWiORB – Annex no. 1 to SWZ, 2) Contract Project with Annexes – Annex no. 3 to SWZ. 3. The Contracting Authority informs that the submission of an offer must be preceded by the conduct of a documented local inspection at the place of implementation of the contract in Elbląg at ul. Lotnicza (after prior agreement with the authorized officials and employees of the Investment and Repairs Department of the Municipal Police Command in Olsztyn at ul. Pstrowskiego 3, phones: 47 731 4458, 47 731 4441, 47 731 4440) and checking on-site the conditions for the implementation of the contract. A protocol will be drawn up from the local inspection according to the template constituting an annex to SWZ. If the Contractor does not participate in the local inspection in a manner documented by the Contracting Authority, his offer will be rejected in the procedure if he submits it.
