Spain – Road transport services – Sistema dinámico de adquisición del servicio de transporte escolar del Consell Comarcal del Vallès Oriental

The objective of this dynamic purchasing system, hereinafter SDA, is the school transport service in the Vallès Oriental region to achieve the following objectives: a) Select the natural or legal persons who may provide the school transport service. b) Set the general award and execution conditions to which the specific contracts of the SDA must comply. The school transport service of the Vallès Oriental aims to transport students to a public or concerted private, ordinary or special education centre, who do not have an educational offer of their level in the municipality of residence and must be enrolled outside their municipality, and those students who, despite having an educational offer of their level in the municipality of residence, due to dispersion or special circumstances, it is advisable to move them. Similarly, non-university post-compulsory education students may use the school transport service of the Vallès Oriental depending on the availability of free seats. Considering the diverse assistance needs of the students of the school transport service of the Vallès Oriental, the following vehicle typologies are differentiated for the purposes of this SDA: A1) Ordinary vehicle of up to 8 seats: Vehicle of up to 8 seats (category M1) intended for the ordinary transport of the service users. This typology includes cars and minivans, the use of which depends on the number of users assigned to the corresponding route. A2) Ordinary vehicle of more than 8 seats: Vehicle of more than 8 seats (categories M2 and M3) intended for the ordinary transport of the service users. This typology includes buses and minibuses, the use of which depends on the number of users assigned to the corresponding route. B1) Adapted vehicle of up to 8 seats: Vehicle of up to 8 seats (category M1) adapted for the transport of users with disabilities and/or reduced mobility. This typology of vehicles includes cars and minivans equipped with adapted access and exit systems of the vehicle and wheelchair anchoring systems, among others. B2) Adapted vehicle of more than 8 seats: Vehicle of more than 8 seats (categories M2 and M3) adapted for the transport of users with disabilities and/or reduced mobility. This typology of vehicles includes buses and minibuses equipped with adapted access and exit systems of the vehicle and wheelchair anchoring systems, among others. C1) Non-litter sanitary vehicle: Ambulance-type vehicle adapted for the transport of users who, due to their health status, may need some type of health care during the journey. Within this typology, non-assistive collective transport ambulances (class A2) without a litter will be admitted. The vehicles of this typology must have the technical health certification defined in the current regulations, must allow the transport of users in wheelchairs, must have the corresponding sanitary products equipment for their class, and their driver must have a transport sanitary professional certificate or equivalent training. C2) Sanitary vehicle with litter: Ambulance-type vehicle adapted for the transport of users who, due to their health status, may need some type of health care during the journey. Within this typology, non-assistive collective transport ambulances (class A2) with a litter will be admitted. The vehicles of this typology must have the technical health certification defined in the current regulations, must allow the transport of users in wheelchairs, must have the corresponding sanitary products equipment for their class, and their driver must have a transport sanitary professional certificate or equivalent training. According to this vehicle classification, the following categories of school transport are structured in the SDA: 1) Ordinary school transport. This is the transport intended for the displacement of school transport users with vehicles of more than 8 seats that do not require special support assistance in their transfer. The vehicle typologies admitted for this category of transport are the following: A2 and B2. 2) Complementary ordinary school transport. This is the transport intended for the displacement of school transport users with vehicles of up to 8 seats that do not require special support assistance in their transfer. The vehicle typologies admitted for this category of transport are the following: A1 and B1. 3) Adapted school transport. This is the transport intended for the displacement of school transport users with vehicles of more than 8 seats among which there may be users with disabilities and/or reduced mobility. The vehicle typologies admitted for this category of transport are the following: B2. 4) Complementary adapted school transport. This is the transport intended for the displacement of school transport users with vehicles of up to 8 seats among which there may be users with disabilities and/or reduced mobility. The vehicle typologies admitted for this category of transport are the following: B1 and C1. 5) Sanitary school transport. This is the transport intended for the displacement of users who, due to their health status, may need some type of health care during the journey.
