The Free State of Bavaria, represented by the Government of Upper Bavaria, is responsible for the operation of the initial reception facility at Garmischer Straße 2-12, 80339 Munich – hereinafter referred to as the “EAE”. The EAE is the first point of contact for all persons who come to Upper Bavaria as part of an asylum procedure and serves for the initial reception, registration and onward transfer of asylum seekers within and outside of Upper Bavaria. Their stay there usually lasts for a few days to a few weeks. The contracting authority is commissioning the contractor with catering in the form of a full meal and beverage supply as well as the delivery of lunch packages upon corresponding individual request. During the contract period, individual services included in the scope of services may be discontinued or replenished at a later date. The EAE is a socially sensitive property. Particular account must be taken of the special sensitivity of the protection mandate, the increased public impact and the special framework conditions in dealing with foreign refugees (e.g. language barriers, traumas as well as different mentalities and cultures). The contractor and the staff employed by him must treat the asylum seekers with respect and, if necessary, coordinate and cooperate with the other service providers related to the facility.
