Creation of a dynamic procurement system, the subject of which is the procurement of vehicles defined in the 5/2006. (II. 7.) EüM decree, up to a net framework amount of 70,000,000,000 HUF for a period of 48 months. This call for tenders is exclusively for inclusion in the system. For inclusion in the dynamic procurement system, the contracting authority applies the rules of the invitation procedure's participation phase and the rules of the invitation procedure's tender submission phase for carrying out the procurement in the dynamic procurement system. This call for tenders is exclusively for inclusion in the system. Any economic operator that meets the suitability conditions defined by the contracting authority may join the dynamic procurement system at any time during its entire duration. When submitting a participation declaration, the participant must declare, when submitting it in the procurement procedure, whether, with regard to their participation declaration, the prohibition on the award of a public procurement or concession contract, as defined in Article 5(1) of Council Regulation (EU) No 833/2014 of 31 July 2014 concerning restrictive measures in view of Russia's actions destabilising the situation in Ukraine, applies. Abbreviations used in the call for tenders: AK-contracting authority, RJ-participant, AT-tenderer, AV-subcontractor, KD-procurement documents. Tenderers must understand that, pursuant to Sections 4(4) and (5) of Government Decree 321/2015 (X. 30.), in addition to any standard, technical approval, technical specification, or technical recommendation defined in the technical description, the phrase "or equivalent" must also be understood, i.e. the contracting authority will accept an equivalent offer if the equivalence is demonstrated in the tender in accordance with Sections 4(4) and (5) of Government Decree 321/2015 (X. 30.). Pursuant to Section 7(7) of the Public Procurement Act, the contracting authority requests the submission of the exclusion grounds and proof of suitability (proofs according to Section 4(4) of the Public Procurement Act) from the participants within a 5 working day deadline, as the contracting authority considers these necessary for the proper conduct of the procedure. The contracting authority will send the call for the submission of proofs to those economic operators who have submitted a participation declaration by the participation deadline, after the evaluation of the participation declarations in the Electronic Public Procurement System (EKR). Economic operators who submit a participation declaration after the establishment of the dynamic procurement system will receive the call for the submission of proofs from the contracting authority during the evaluation period of their participation declaration.
