Description
The Swedish Armed Forces has more than 7,000 passenger cars and transport vehicles in its lighter vehicle fleet, for which the authority needs framework agreements for workshop services and spare parts. A significant portion of the vehicle fleet currently consists of older vehicles (model year 2015 and older) and, due to the upgrade that the Swedish Armed Forces is facing, the vehicle fleet will also be successively replaced, after which newer vehicles will be added to the authority. The fleet of standard vehicles consists of both passenger cars, transport vehicles and light trucks as well as trailers and motorcycles. These vehicles must be maintained throughout their technical lifespan through maintenance, repairs and spare parts, for which the Swedish Armed Forces needs framework agreements.
The Swedish Armed Forces has its own workshop capacity through the authority's field workshops, which consist of trained workshop staff and technicians who can handle a wide range of vehicle types, including the vehicle brands requested in the procurement and more military-specific material. Usually, a civil supplier is contracted to handle workshop services for the authority's standard vehicles, but it can happen that the Swedish Armed Forces' field workshop staff performs work in-house.
It is important for the Swedish Armed Forces that the framework agreement suppliers are represented near the Swedish Armed Forces' sites. Sites can be locations where the Swedish Armed Forces has garrison areas, regiments, training, shooting or airfields.
The Swedish Armed Forces also sees a need for the Supplier to be able to provide the services at individual locations in the event that Sweden is to provide Host Nation Support (HNS) for visiting units from other NATO countries. The need, within the framework of HNS, may be more or less infrequent, but still a need that the Swedish Armed Forces sees may be significant for the assignment during the framework agreement's term.
The Swedish Armed Forces also, in some cases, has a need to be able to procure services internationally, which is mainly within northern Norway, northwestern and western Finland, the Baltic states and the rest of Europe.
