Germany – Architectural, engineering and planning services – Veredelter Innenausbau Kita-Kastanienhof in Neuwied-Heddesdorf - Los1 Objektplannung

The subject of this tender procedure is the services of the scope of services Lot 1 - Building Design according to §§ 33 ff. HOAI for the phases of services 1 - 3 (partially) and 5 – 9 (partially), concerning the interior refurbishment of the Kita Kastanienhof. The procedure will be conducted as a negotiated procedure with a competitive dialogue. The negotiated procedure will be conducted in accordance with the Act against Restraints of Competition (GWB) in conjunction with the Awarding of Contracts Ordinance (VgV) in the respectively valid version. The procedure will be announced by publication in the EU Official Journal. If more bidders are fundamentally suitable than can be invited to submit an offer, the contracting authority will invite the bidders who are most suitable, according to the published suitability and selection criteria, to submit a first offer. The negotiated procedure will be conducted in presumably three stages. The contracting authority reserves the right to adapt the number of negotiation rounds and, in particular, to conduct further negotiation rounds: 1. Stage: Application procedure: A competitive dialogue will be conducted in accordance with the VgV. As a result, five bidders should be selected, who will be invited to participate further in the procedure and to submit an offer. 2. Stage: In the 2nd stage, the bidders will be invited to submit a complete first offer. The contracting authority will formally examine the offers. For further requests, § 56 Abs. 3 VgV remains in place. In a further step, the offers will be examined for content. The bidders will be invited to a presentation and negotiation meeting, at which they will demonstrate their ability to perform the contract by means of a presentation related to the award criteria and will be available for contractual and other negotiations. A committee appointed by the contracting authority will evaluate the bids using the award matrix. 3. Stage: The bidders will be invited to submit a final binding economic offer, taking into account all components of the offer. Subsequently, the final evaluation and the award decision of the contracting authority will take place.
