Denmark – Construction work – Glostrup Boligselskab - Fuglestien

These procurement terms concern the award of a total enterprise contract for the construction of the residential development Fuglestien for Glostrup Boligselskab. The task is procured as a total enterprise on behalf of Glostrup Boligselskab, which is the client. Glostrup Boligselskab wishes to develop and build a total of 95 dwellings, distributed as follows: - 25 dwellings for Cooperative Housing Associations: municipal housing offer, to be built as public family dwellings - 40 Family dwellings: public family dwellings - 30 Youth dwellings: public youth dwellings

Glostrup Municipality and Glostrup Boligselskab wish – based on the need to replace the housing offers on Vestervej and Toftevej – to establish a new, diverse housing area with youth dwellings, family dwellings and cooperative housing associations for citizens with special needs. The development will be located adjacent to Glostrup Boligselskab's existing division at Fuglestien. The vision for the project is to create a new development with functional, flexible and affordable dwellings on an inviting and human scale. Here, the residents should be able to naturally participate in a living community, while there is also the possibility for peace, privacy and seclusion. The Cooperative Housing Associations are located in separate buildings with their own courtyards in the southern and northeast corners of the site. Youth dwellings and family dwellings are grouped in the remaining buildings and distributed around shared courtyards, where community can arise across dwelling types and life situations. The Cooperative Housing Association Toftevej is given a more secluded location, which takes into account the residents' need for safety and structure. The second Cooperative Housing Association, Vestervej, is placed closer to the other dwellings and will be able to share facilities such as a common room, bicycle shed and courtyard with the rest of the division. The aim is to create a housing area where Cooperative Housing Associations, youth dwellings and family dwellings are part of a whole – and where people across age and life situation live close together and contribute to a community that extends beyond the individual dwelling. Requirements for the task appear from the technical descriptions, which are included in the procurement material and the contractual requirements that appear from the total enterprise contract and ABT18 with deviations and additions. The procurement is carried out as a negotiated procedure in accordance with the Public Procurement Act §§ 61-66. The procurement form has been chosen on the basis of the complexity of the task. Exclusion grounds: An economic operator is excluded from participation if the economic operator is covered by one of the mandatory exclusion grounds in the Public Procurement Act §134 a, § 135, paragraphs 1-3 and § 136, paragraph 1, no. 1.-4. An economic operator is also excluded if the economic operator is covered by one of the voluntary exclusion grounds in the Public Procurement Act § 137, paragraph 1, no. 1-2. An economic operator may not be excluded from participation if the economic operator submits sufficient documentation that the economic operator is reliable, even if the economic operator is covered by one or more of the exclusion grounds in the Public Procurement Act §§ 135-137, cf. the Public Procurement Act § 138, paragraph 1

Contracts may not be awarded to the following companies, pursuant to Council Regulation (EU) 2022/576 of 8 April 2022 amending Regulation (EU) No 833/2014 concerning restrictive measures in view of Russia's actions destabilising the situation in Ukraine:

A. Russian nationals or natural or legal persons, entities or bodies established in Russia

B. legal persons, entities or bodies, of which a unit as referred to in the present paragraph litra a) directly or indirectly owns more than 50 %, or

C. natural or legal persons, entities or bodies, acting on behalf of or upon the instructions of a unit as referred to in the present paragraph litra a) or b),

Likewise, subcontractors or supporting units covered by the above may not be used if this actor's contribution amounts to more than 10 % of the contract value.
