Description

The subject of the Public Procurement is the conclusion of a contract for the supply of an aircraft with MTOW (Maximum Take-Off Weight) over 650 kg for use by the University of Defence, as an organisational unit of the Ministry of Defence and simultaneously a unit with functional independence pursuant to Section 17(1) of the Act on Public Procurement. The contracting authority states that it anticipates that the required aircraft specification will require a supplemental type certificate (STC) pursuant to Annex I, Part 21, Section A, Subsection E of Commission Regulation (EU) No 748/2012 of 3 August 2012 laying down implementing rules for the certification of aeronautical products, parts and appliances, and for the certification of design and production organisations (consolidated version). The contracting authority anticipates that negotiations on the preliminary tenders will also include negotiations on a draft service contract for the operation and maintenance of the aircraft (including hangaring). The selected supplier will deliver to the contracting authority a performance that will be in accordance with: a) minimum technical parameters; b) the specification of the performance, which will be supplemented by the contracting authority in the 2nd phase of the tendering procedure and which will be the subject of negotiations with the participants in the procedure; c) the Public Procurement Contract (the Public Procurement Contract will be negotiated and drawn up as part of the negotiations on the preliminary tenders and will be part of the submission of the final tenders); d) all relevant legal provisions whose scope affects the performance of the Public Procurement; e) the tender of the selected supplier and further requirements of the contracting authority arising from the negotiations on the preliminary tenders of the suppliers; f) further requirements of the contracting authority as stated in the tender documentation.
