Germany – Telephone and data transmission services – Bereitstellung eines flächendeckenden Gigabitnetzes und Angebot breitbandiger Telekommunikationsdienste in unterversorgten Gebieten (Dunkelgraue Flecken) der Gemeinde Diemelsee im Wirtschaftlichkeitslückenmodell.

The municipality of Diemelsee (hereinafter: "Granting Authority") aims to provide comprehensive, high-performance access to Gigabit networks. Furthermore, the Granting Authority aims to strengthen its business location and ensure the competitiveness of its companies. Therefore, concession contracts for the construction and operation of Gigabit networks, as well as the provision of end-customer services in dark grey areas, are to be concluded with telecommunications companies. The Granting Authority has submitted an application for funding under the federal funding program "Promotion to support the expansion of telecommunications networks with gigabit capability in the Federal Republic of Germany - Gigabit Directive 2.0", 2nd amendment of 13.01.2025, and has been provisionally granted funding. In addition, the Granting Authority has applied for co-financing under the "Guideline for the promotion of gigabit supply in the state of Hessen" and has also been provisionally granted funding. The funding is to be provided by an investment grant in the amount of the so-called economic viability gap, i.e. in the amount of the difference between the net present value of all revenues and the net present value of the costs for network construction and operation. The conclusion of the grant agreement (see Annex 4 to the performance description and Section D. V. 10 of the accompanying document to the notice) is subject to the condition that the corresponding funds (also) be granted in final amount and the corresponding own contribution of the Granting Authority be made available in accordance with budgetary law. This procedure is to identify suitable bidders who will provide market-standard broadband services throughout the project area.
